Candidates’ Survey: Town Meeting Precinct 2

Town Meeting is made up of 36 members from each of the Town’s eight precincts, with each member serving overlapping, 3 year terms. That means each year, twelve Representative Town Meeting Members from each of our eight voting precincts are elected. Should a Town Meeting member resign before their three year term is complete, a replacement Town Meeting member will be elected for a one, or two year period to replace them.

Though only 12 members of each precinct’s 36 member delegation are up for re-election in any year, this year is different. That’s because the recent decennial census has resulted in changes to the boundaries of 4 of Belmont’s 8 precincts: 1, 2, 6 and 8. For those precincts, including Precinct 2, all 36 Town Meeting members in affected precincts are required to stand for re-election.

Candidate’s StatementI am a parent of two children in Belmont Public Schools and will work to maintain the high quality of our school system. As a Town Meeting Member and Co-chair of the Energy Committee, I have sought win-wins such as making new building projects like McLean and the new high school all-electric and as energy efficient as possible. This benefits Belmont residents by sending our energy dollars to our municipal utility Belmont Light (of which all of us are essentially shareholders) and benefits future generations by helping Belmont achieve its climate goals.

In the last 44 years I have spent considerable time volunteering for many civic organizations. These include serving on all 3 levels of PTA boards, The Friends of the Library (past president), The Mount Auburn Hospital Auxilliary (Belmont Chapter), the League of Women Voters, and the Belmont Center revitalization efforts.
Candidate’s StatementI have long advocated for sufficient funding to maintain our excellent school system along with other town services. There is a need to balance the things we want to have from the things that are necessary to run the system and still be respectful of the taxpayers pocketbooks.

I believe that we can save money in the long run by maintaining our capital assets with regular maintenance along with replacement of outdated systems.

I would support our working with the Planning Board and housing groups to find ways to allow our seniors to continue to live in the town, perhaps by easing the regulations to allow for aging-in-place measures and to allow for “in law” accommodations in homes.
Your PrecinctOne issue facing Precinct 2 is the inappropriate development of properties, such as what has happened at Beatrice Circle and with the development planned by Belmont Hill School as they purchase private homes and turn them into non-taxable school property.

Cut through traffic is also a big issue here and is becoming more and more of a safety issue as more young families move in. Many of the streets in this precinct do not have sidewalks which only makes the increased traffic coming off Route 2 more dangerous.

The town needs to allocate additional funds to the discretionary capital budget to protect town assets. Belmont operates on a lean budget. As a member of the School Committee and Capital Budget Committee, I worked to address town needs while facing these budgetary constraints. Candidate’s StatementAs Chair of the Community Preservation Committee, I have prioritized spending restricted CPA funds on projects with maximum public impact, such as park and field renovations, repairs to Town Hall and the police station, increased affordable housing units, and the Community Path. I am particularly focused on using CPA funds as “seed money”, where providing design funds then allows Belmont to tap tens of millions of dollars in state and federal funding to construct things like the Community Path or new units of affordable housing at no additional cost to the town. I have also spear-headed inventory and conditions studies in the area of recreation and historic preservation, so that we can come up with a priority list and rational rotation for preserving these important town assets in the most efficient way possible.

As a member of the Warrant Committee, I meet annually with department heads to review their budgets and ensure efficient spending. As a member of the Pensions, OPEB, and Debt subcommittee, I monitor Belmont’s retirement system (BRS), which currently has inferior investment returns to PRIT (the state-run system). We cannot force BRS to join PRIT, but identifying and publicizing shortfalls exerts pressure for them to do so.
Your PrecinctThe single largest area of undeveloped land in Belmont is the Belmont Country Club. A few years ago, the Country Club sold significant parcels on the Lexington side of its property for the development of senior housing. Senior housing is a great use. (Seniors need more housing options, seniors don’t burden our schools, and seniors may patronize businesses in Belmont Center). However, this land sale highlighted the potential risks to Belmont should the Country Club sell additional land without input from town leadership and residents. I am part of an informal, non-partisan citizens group that is generating potential development ideas for west Belmont and monitoring further activity at the Country Club.

Affordable housing concerns are not unique to our precinct but the limited progress in town to address required needs has resulted in an oversized, unsafe proposal in our neighborhood. Belmont Hill has purchased over 6 homes, reduced tax revenues with these purchases with nothing gained for our town. Let’s hold Belmont Hill accountable for PILOT payments and investing in our community.

With four parent volunteers per two daily shifts, we were able to fully staff the cafeteria and tent spaces all Spring and Fall, thus ensuring our children had a safer and consistent lunch time routine during a pandemic. Candidate’s StatementAfter upgrading the police station and building a new high school, we must resolve the library issue and the skating rink. We also must complete these capital projects without further increasing an ever-growing tax burden on our citizens, especially our senior citizens. At the same time, we must continue to retain our town’s high bond rating. It can be done by Town Meeting Members working together to identify additional revenue sources within our town and region. We must improve our town’s business climate so that we can keep our businesses thriving and invite new businesses quickly when openings exist.
Your PrecinctI am very concerned with projects such as the Beatrice Circle proposal that strived to destroy the character of the community surrounding the proposed site. We simply cannot allow projects of that size and nature to be thrust upon our neighborhoods with no regards to adjoining neighbors, especially senior citizens. The growing traffic that comes through Precinct 2 as a cut through needs to be managed better to protect the safety of our citizens.

Leaf blowers: it’s time to phase out the noise and air pollution.

Differential tax rate for commercial property: towns like Lexington make sure commercial properties pay their fair share by charging a much higher rate. Meanwhile, Belmont caters to the small number of landlords that control the vast majority of our commercial property; while the town constantly raises residential rates.

We should look into allowing accessory units, by special permit, to help bump up the number of affordable units to 10% and eliminate the threat of unfriendly 40-B developments. Astute financial management is required for Belmont to thrive. Phase in performance-based budgeting for all town departments. Review (compare with private sector) the sustainability of town employee retirement benefits. Increase oversight of spending on new high/middle school and upcoming capital projects.

I want to continue to represent Precinct 2, working to find the best solutions for issues facing our town. Belmont has challenges funding capital projects given our budget limitations. To fund our new library and skating rink, we must seek public/private partnerships in order to reduce the burden on residential tax payers. Increasing transparency on town government decision-making processes empowers Belmont’s citizens and town meeting members to become better informed voters.
